該向誰索賠?

 本人產後避孕,接受醫生建議安裝了IUD.一個月後複查,經B超和X光檢查發現IUD穿破子宮進入腹腔,需要手術取出.請問這屬不屬於醫療事故?是醫生的責任還是IUD問題?
