If you haven't, you may want to talk to them first to see if they are willing to compensate you in some way at this point. If they are still very unreasonable and not willing to honor the contract with you, then you should go ahead and start the legal actions. You can ask help from BBB for sueing details, and you can also go to your county court house, to their Clerks office or information desk, to get information on how to start a case in the Small Claims Court.

Very importantly is to do all the research before you bring the cellphone place to court. Because if you decide to sue, you'd better be very well prepared and obtain all the necessary documents before to go to the court, so you have a better odds. Just the fact that you are well prepared will win some 'points' for you with the judge.
