請老貓和各位大俠看看我換道拿到unsafe lane change ticket

幾天前倒黴到家了，拿了unsafe lane change 附帶 unlicensed 兩個violations。

晚上7點多在高速（speed limit 65邁）左邊第二車道以時速65邁行駛，我看到右邊車道前麵沒車，後麵車較遠（大概至少有7、8個車位遠）就變道，結果沒想到後麵的車速極快（我估計至少有80邁），衝到我右後方blind spot那裏，我趕快把車轉回原道。後麵那車居然突然亮燈-警車！！我趕快開到路邊，停在路肩，對方要我直接開下高速路。

警察來了，問我為什麽轉道？ 我說我按限速65邁，而且是go with traffic flaw, 轉道時沒想到你的車速這麽快。他當時要我駕照，我傻乎乎給了過期了一個月的加州駕照（其實我帶了中國有效駕照）。

警察給了的罰單上是VC21658（a）和VC12500(a)。

第一條：landed roadways

 21658. Whenever any roadway has been divided into two or more clearly marked lanes for traffic in one direction, the following rules apply:  (a) A vehicle shall be driven as nearly as practical entirely within a single lane and shall not be moved from the lane until such movement can be made with reasonable safety.

我認為我換道時是有reasonable safety的，我看到後車還遠，就是沒想到警車超速。

第二條12500. (a) A person may not drive a motor vehicle upon a highway, unless the person then holds a valid driver's license issued under this code, except those persons who are expressly exempted under this code.

（由於我的B1 business visitor status去年12月中過期，我申請B1延期，我去DMV renew駕照被拒，理由是我的status extension移民局還未批準，但被告知我可以用中國有效的駕照駕車。）

我和警察出示中國駕照，他說你在加州駕照上登記了住址，就是加州居民，所以需要加州駕照。

懇請老貓和諸位大俠支招，我要上庭。
