If you meet the delivery guy when the merchandise is delivering to you, then you tell him that you do not need it and it should be returned to the sender.  If you already got the merchandise, then you can bring it back to the carrier, e.g. USPS, UPS etc.

However, you cannot open the package.  Otherwie, you have to the pay the postage.
