紅燈轉右罰單，求幫助！

2個月內罰了2次，類似情況，一個是紅燈不能右轉，一個是紅燈右轉但是對麵有行人走過來 （離很長的距離， 我都看到前麵那個車轉了）。  第一個罰了錢，還沒上完TRAFFIC SCHOOL， 這個又來了。 怎麽辦？ 肯定會扣分了？！ 怎麽辯論掉！！！

Driver's handbook是這樣寫的，“You can make a right turn against a red light after you stop then yield to pedestrians, bicyclists, and vehicles close enough to be a hazard. Make the right turn only when it is safe." 

我覺得行人離我還有很長很長的距離，我覺得SAFE就轉了，這樣有可能辯論贏嗎？請指教！
