Never seen this kind of problem before. I-94 is your authorized stay, actually for all nonimmigrant visa holders. It looks like you have overstayed here for more than three months and may face three-year bar from admission (inadmissible). If you do your renewal right now, probably it will be denied right away. My suggestion is that since your visa is still valid why not depart the US, like go back to China, and then enter again. At the airport when you are leaving, you turn in your old I-94 to the person working for airline company. When you come back, you will get a new I-94 which would be from the date you arrive through 01/01/2005. What if CIS found out you overstayed? You will have to apply for a waiver. Another possibility is that they approve your H-1 and ask you to return to China to get H-1 visa stamped through the consulate.
