If you feel you got unfair charges, you can go Samll Claim for help. General speaking, "tear and wear", like carpet steam cleaning, should not be charged for 1 year rental. Suggestion, you may ask him give you written notice so that you can have evidences.
Don't say "it's hard to fight since landload should have their reasons".
