客戶服務電話一直是"please hold"錄音，哪裏能投訴？

一個公司的客戶服務電話一直是“All of customer representatives are currently busy, please hold for the next available agent”。等了超過一個小時，一直是如此。

很生氣，到哪裏能投訴一下。
