There was no snow that day. My neighbor admitted that he hit my car due to carelessness.There was also no any no parking sign or hydrant around my house.Only accuse he had is that parking on street violate HOA rule.

Other three neighbors including this man often parked on the street because they have three cars with two-car garage.I assumed it was OK to park on the street near my house, otherwise, I wouldn't park on the street, even temporarily.

Anyway,Laomao has provided very usefulinformation.It makes me know how to deal with it.
