Right turn violation should be 21453(b). In recent years, however, it has been charged under 21453(a) for one reason: money. 21453(a) is a broader red light violation and will cost $440 per ticket. 21453(b) will cost only $150. The police has discretion to charge you either one and there is no error to charge a 21453(a) violation for right turn violation.
Both video and the pictures will be evidence in court. Whether your picture is clear may or may not be enough to get the ticket dismissed. Without viewing the video and the pictures I cannot say more. As I said previously, both these evidence will be thrown out by the court because they are hearsay, but if you do not know how to object them in court, then the police will bring them in happily.
If there was no turn on red sign at the cross and you made the turn, even after full stop, it would be a red light violation. In your case, you just made the turn without full stop. But it is still a violation.
Your good record will not count.
