In Most condo contract, the HOA should take care of structure and builder repaire. So detailly check your deal with HOA, you should have written document when you buy the condo.

You may need hire a local attorney to help you read the document (sorry, I forget what's the name). Talk to the HOA again and again. In they do not response you in a responable time(3 to 7 days) you may think sue HOA.
