USCIS doesn't know why my H-1B was cancelled, until University sent them an evidence: a short notice "please cancel Nucai Yang's H-1B immediately. He is no long employed at University Period". So USCIS knows now: ha! you cancelled it yourself... Cancelled is cancelled, not way to withdraw the cancellation. ....
How absurd this is. Are they all retard? Or idiots?
