Even he signals, he still should yield. Did police give accident report?   Anyway, call your insurance company and they will handle. If police report says it is 50% your fault, if needed, you can go to the police station to ask why it is your fault.  Sometimes, police is biased (discriminative).

Last time, my car parked and I was not in the car.  A white woman backed out from her parking postion and hit my car. She tried to blame me for parking at the wrong place, which I did not. She called police. Police came and said we both have faults. However, the police did not give report as it is a private property.
