First home buyer

我們2008夏天從中國因工作關係定居美國。09年底買房。2010年報稅申請首次購房8000元退稅遇到麻煩。IRS說我們要從購房前07、08、09三年滿足居民的要求。可是我們從頭到尾在IRS的網站上沒有見過這樣的規定。我們該去小額法庭上訴嗎？煩請指點！
