在他人房前人行道的冰上滑倒受傷

老人散步時在他人房前人行道的冰上滑倒，手腕骨折。在ER時，翻譯提醒說可以向房主索賠。我的想法是如果房主有意外保險（umbrella insurance），我可以試一下。可是和保險公司打交道，怎麽樣才能提高索賠的機率呢？當時沒有旁觀的證人，老人自己慢慢走回家的。有任何方法索賠嗎？
