鄰居太吵怎麽辦？

我住co-op,紐約很普遍的六層紅磚樓。樓上的俄國鄰居很吵，特別是現在有了一個一歲多的男孩，他們居然把地毯撤了，說是不易清理，小孩爬來爬去不衛生。家裏一位老太太似乎成天在搬動家具卻從來不知道以抬代拖。而且特別不講理。我敲天花板，他們就蹬地板；我上去提意見，他們說找警察好了；我打電話給警察，警察當然不管，讓我找co-op board； Co-op board不痛不氧地說上幾句，自然是毫無效果。我怎麽辦？
