街道鋪路造成居民房屋損壞誰負責？

我在MA，我們這條小街的路麵本來挺好的，但不知道為什麽政府雇了一個公司來重新鋪柏油路麵。這個公司使用了一種震動式的鋪路機，當時好像地震一樣，我鄰居家的天花板出現了無數裂痕，掛在牆上的畫掉下來，我家的天花板也出了很多裂痕，閣樓的兩大塊天花板墜落，一條街上大部分居民家都有損壞。鄰居找了城市政府，政府推給那個公司的保險公司，保險公司說要大家自己找自己的房屋保險公司。

這樣的事到底應該誰負責？
