What should I do?

Hi, every one:

I just found I was cheated by car dealer at 1999. Let me tell you the story and please give me some suggestion about this. Thanks!

1999, I paid to a Chinese guy to help me to buy a car from the auction field(Pai Mai Chang). I came to USA at 1998, but it was first time I bought a car 1999. I had very little expericence about car. With the help of the Tong Bao, I got a 1994 Ford Taurus at total 3400 dollar. I had no idea about the car price and anything about the car. Just know the price was the one I can afford. In the past 5 years, I spent about 4000 dollars to fix here and there. Finally, I got enough money to buy a new car and ready to sell this old car. When I orgnized all the documents of the old car this morning, I surprising found that when I got the car, the milage was 40000, but on the former owner's maintaince record, it was 120000 already in 1998!! It means that the dealer or the owner adjust the milage from about 140000 to 40000 before they sold the car! I really don't know what should I do now. If I sue the dealer or the former owner and do I have the chance to win after so many years? And where to sue them, what kind of the court accept this case? Please help me this. Thanks a lot.
