That's one of my considerations. We (as individual resident and with properties damaged) are the weaker side (弱者), in China, the weaker side is usually not protected (in practice, no matter whatever laws/policies exist); I just hope in US it's not that bad - I understand there are no such absolute fairness in this world.
In China, the stronger side (強勢)can and tend to look down upon and abuse 弱者. My dad told me that yesterday when Haier guys declared the 50,000 Yuan, one of the guy said "你家房子著火好啊,越燒越旺“,其張狂和對弱者的肆無忌憚的蔑視和冷漠章顯無遺。 這種冷血的動物多了,這個社會就退化到了某種弱肉強食的原始狀態而不可救藥。
