Did she got permits for Electic and Plumb?

It is OK for a un-licensed person to do jobs of finish basement . But she has to apply for permits for Electic and Plumb which has to be sign off by a licensed trade man. If her basement is finished without permits. She will be facing fine from the city (several thousand dolloars for two permit). Her drywall might be tore down for the check the electricity outlay. Her loss will be more than yours.

She will argue that you misled (or failed to explain exlicitly to) her. She must have permits ready before work began.

Her only way to avoid the fine is to keep silent about her finished basement, but she will lose buyers when she tries to sell the house later.
