(A) It is unlawful for a person to ride a skateboard or to use roller skates:
(1) On any public sidewalk, on any public street, or on any public parking lot within the central business district between the hours of 7:30 a.m. and 5:30 p.m. on any day of the week except between the hours of 7:30 a.m. and 8:00 p.m. on any night on which central business district retail business establishments are open;
