Car accident question again

Hi, Experienced Guys;

I was involved in a car accident on at night on June 09 2010. The other car side wiped my car and then she tried to ran away.

I would like to make it clear about the situation when I made the turn. I fully stopped and waited for several cars passed. When I saw no cars in my lane and the runner's car was the only car on the other lane. Then I made the decision to make the turn. When we were moving forward parallel, she wiped my car from her lane and caused scratch damage to my car above the back wheel on driver's side and broken the mirror on driver's side. Then she tried to ran away and I caught her when she was stopped by the traffice light.

In this case, will I get a ticket from the cop because right now he mentioned it was all my fault?
