In a Title preliminary report, one item I do not understand

It is:

19. Notice of Lien as follows:
By : City of XXXX
Against :A person's name
For : Utilities
Amount : $196.59
Recorded : December 11, 2009 in Official Records under Recorder's Serial
Number 2009-0593xx


Does this mean I as a buyer need to pay the $196.59?

If yes, which Law Code says that?
