Sorry to hear this.
1) Find another daycare
2) There is a state department that licenses child care facilities. (Should be able to find it through your state website.) Report them to that department.
3) You did right to take your son to the doctor. Did the doctor mention where to report this abuse? (I kind of do not think it is a safety issue; it is more an abuse issue. Just my thinking.)
