i agree with you that the discrimination are all over and mostly "unspoken" way, however your suggestions that this is chinese against white will not help the guy, even it may be true.
to put things in racial category will complicate the matter and will not find any ally for him, because it is not mentioned so far, i dont believe he can find a chinese-american lawyer that will help him in this case based on racial discrimination.
i think he needs to find allies inside the hospital and work with HR/administration if possible, it is correct to speak publicly to make voice heard, but not necessarily helpful , if he finds out that whole system is already against him ( be careful to make this judgment before you find out the facts, becasue the fact that he got the tenure recently means people from hospital believe he has values, why not talk to those people). if this is true, then this is not a one day or one time thing,the director sounds like his boss, but if he was not seriously offended and got support from all other key members, he would not do this way suddenly. the LZ sounds he has no idea on the things going inside the hospital from all over the time.
in all are proved true in his statements, then the worst case,consider the career with this hospital done, and think about the exit strategy that means how to save the most of your credential for future.either by inetrnal or by legal ways.
