Legal or Illegal. Please help.

J-2 EAD 有效期至明年7月，但J身份在今年7月已經到期，H-1B在grace period 已經file 到移民局，還未approval。我的移民律師說現在工作合法因為有EAD，但有些說不合法. Could you let me know your opinion and if there are any effect for my H-1B petition? If illegal, what is the penalty? I really appreciate your help.
