I do not think you have too much choice, but rather let her finish her contract, and let her go. I was in a similar situation b4. My friends suggested me to record his/her "mistakes". but I do not think it worth the efforts. Just find a reason, like due to finacial problem, to ask her go. You can do it in a very friendly way. If you cannot find any good politically right excuse, but have to keep her, just be sure she will have to do her minium work. For example, as a postdoc, she/he will have to work for certain amount of hours/day. If she cannot accomplish, email her (be sure to have written record) and remind her. She should have certain amount of days (sick, vocation etc) off w/ pay. Make a very good record of this, and if she use more than that, you can tell her according to the university rule, you cannot pay her beyond the limit. You have to do it in a very professional way, and you'd better to get people from chair's office involved. Remember, you are not trying to be tough on her, but just simply follow the rule from the University.

For people who hate Chinese woman faculties, just shut ur f up! The grants from either federal or foundation have to be used in a way to accomplish the goals proposed in the proposal; it is not used pay people who are not competent.
