求助：加拿大公民在美工作領失業金遭追討

我哥哥和嫂子是加拿大公民，在密執根持北美協議簽證工作多年，並在美買房生子。嫂子08年10月被裁員後領了6個月的失業金，現Unemployment Center要求全數返還。理由是，因她是加拿大人，她被裁員後就不available to work。這很難以接受，她先生仍在美工作，她在美生活合法；按北美自由貿易協議，隻要她能再找到工作，她就可以合法工作，而且事實上她也又拿到新簽證並開始工作了。這怎能說是不available to work？她已兩次不服Unemployment Center的裁決，一周後要去見administrative law judge。

有朋友有類似經曆嗎？有任何去見judge時的建議嗎？有必要請律師嗎？她語言不是很好，要求請翻譯有幫助嗎？
