請教：怎麽救這個孩子？

一個母親患精神病，把不到一歲的孩子關在房間不讓他人（孩子的外祖父母等）碰。怕別人給她孩子下毒。這個母親在上學，每天出去就把孩子關在房間裏。孩子哭的話，外祖父母去管她回來發現就大發雷霆。問題是孩子天天這樣被關著，時間久了錯過學話的最佳時機不但不會講話，很可能會智力低下。這瘋母親目前已經沒有任何收入了，老公回國估計也不要她了。請問各位有什麽高見把孩子救出來？孩子出生在美國，這瘋母親是學生簽證。
