Can bank pay any checks signed by us?

My hu*****and has two checking account, and by mistake he write 5 checks with the account without money. the first check is written out on Oct. 6. Bank paid all the checkes even we don't have money on the account and charge $35 for each check. On oct. 13, they sent out notice about overdrawn of our account. We received today, and went bank to ask. They only remove two charges.

My questions are: how can we ask back at least 1 or 2 more charges? If bank doesn't pay from the first check, we will know immediately. But bank said that as long as checks are written by us, they will paid whatever amount event no money in account. Is it normal procedure for all banks to pay money written by us even there is no money in the account? Or just because bank know that my hu*****and has enough money in the other checking account. This make me feel uncomfortable since that mean if we loss our check and don't know, then, people can take whatever money from us.
