Inform the sender. Sender need talk to delivery company (UPS, FEDEX...) to see who should take responsibility.
Once One package I ordered was delivered to my home, but this package was totally empty when I found it. I talked to Amazon, Amazon send me another package right away and make an investigation later. The bad thing, almost all of my packages need to get signature after that.
