shoplifting相關問題求助

我有個表妹剛來美國，在store的試衣間把商品標簽換了。出來後發現有人注意就沒有
結帳，據她說沒被抓，但是有可能被攝像頭錄下來。

表妹很害怕幾個星期後被charge，問這種情況，商家有充分理由起訴嗎？而且商家連她
的姓名地址 都沒有。

唉，小的時候跟她去城隍廟就發現她有順手牽羊的習慣。人倒是脾氣很好學習蠻靈的，
可惜...
