本人歸化美國公民，母親1月吃B2來美探親，簽證7月中到期。4月我遞了I-130，當時不懂I-485等表格應同時遞。6月底遞I-485，G-325，I-864，和體檢表及原已交的I-130複印件及CIS的收條 ，移民局把6月底遞的表推回，信如下：

Your petition/application, supporting document, and 1 check in amount of $315.00 are returned. When you have complied with the instructions on this form, you may re-submit your petition/application, fee and all supporting document with a copy of this notice.
A corresponding I-130 must be approved prior to filing Form I-485 and/or I-765. If your i_130 petition is approved, you may then submit your form I-485, and/or I-765, with your approval notice and the appropriate fees to your local CIS office for further processing.

請問，家母身份是否已非法？如何向CIS解釋請他們接受I-485等申請表？
