I was looking at this link for applying h1-b visa at the US consulate in Amsterdam, Netherlands. No where in the requirement, it says that you need to bring the birth certificate. Where did you get that information? Please let me know since I want to find out about that as well.

Also, it is indeed good news that the quota is not used that much. But it is now the hiring season and visa application high season and that could play a factor as well.
