it is trick for CIS

Normally, it happen when your case is in the timeframe. They requred information, but the letter is holded until you did a aditional requir (you only can did require after the time indicated). Then the letter may send out. The other trick is that after one or two months you do not receive the letter. You ask why, then the answer may be "we sent you, but retuned to us due to unclear address. What I told you is my personal experience. CIS does not know how to speed up the process, the does very well to make fool of applicants. Be careful.
