How to bring niece to USA.

I and my hu*****and want my parents to USA for visiting us. We also they can bring my niece (13 Year old) here. We do not know my niece is possible to get Visa. Or if I and my hu*****and go back to China, and go to see immigration officer helpful for bringing my niece here?
