I don't think you can get your money back because it's your responsibility to land at Canada before your visa expiration date. However, you can get your money back if your application is denied by immigration office, or your landing is denied by the immigration officer at the entry port.

You have to repeat the whole application procedure if you want to re-apply. There is no short-cut to take.

I can not understand why you gave up landing and then want to re-apply...... You are wasting your time and money.......
