buffalo mailing confusion

I sent express mail by USPS to Canada immigration buffalo addressed to a visa officer yesterday. Today USPS told me that they no longer deliver mail to that 3000 HSBC address, instead they leave the mail in the post box in post office for them to pickup...is that true? it looks like nobody has picked up my express mail yet.
