Help!!!

The company I am working for submitted H1-B petition for me. Now CIS requires more documents. I am afraid I won’t get CIS’s final decision by my OPT expiration date (July 11). I have some back up plans. For example, I can change to my wife’s dependant (H4), or I can find another H1B sponsor in a university (it is not hard), but I am running out of time. My question is I must submit my petition (H4 or another H1B) before OPT expiration date or I can still do that during grace period (60 days after OPT expiration date)?
