2. It is not enough to have legal status at the time of 485 filing. You have to be in CONTINUING legal status. So if you have been in US for 5 years and you came to US as a student, you have to include your I-20 to show that you enter US legally and all subsequent documents pertaining to your status to show that there is no GAP in your status. Paystubs are just another way of verifying one's status. It is for the same reason that H1 transfer also requires most recent paystubs.

No comment on the consulting aspect of H1.
