With your offer lette and HRSDC confirmation letter, you can apply in a Canadian Consulate or embassy by mail. If you are not a US citizen or PR, you will get a temporary resident visa (TRV) and work permit approval letter. This takes about 2 weeks.

The work permit will be issued at the port-of-entry when you enter Canada, similar to H1 status I-94 in US. The work permit can't be used as a visa.
