One question, the International Affair staff said I have to get the second letter (the final decision from US CIS) before he can file the h1 from University. Is that true? I am still waiting for the second letter, and do not know if it can come to me before the end of next month (end of the grace period, one month). When does the pending time start? The USCIS receives my file and gives me a case number?
