No new I-94 attached toI-797?簡介

There is No new I-94 attached to I-797 (the H1B approval notice)while the old one has been submitted along with the I-129 application. Instead, the information is attached that instructs me to go back to Beijing to get the visa. What should I do? ONe more qustion, how long will it take for the background check recently? Help!
