Can't do it without leaving U.

After 911, a B1 holder can only change his status to F1 without leaving the States under one situation: his visa annotation said: prospective student.

But he can still get the I20 and go back and get a new F1 visa.

Without leaving the States? Very likely will get denied, due to the new rule.
