I think the chinese version is early, because the reporter report this result immediately, while the final news appeared to the english website need time to be organized and arranged. It is not strange since it need time for them to spread from congress to media. You can wait and see. Of course I don't hope it is true. But now you can see the english notice is sent to some universities. You can also check international officer around you to verify the news. There may be some gap inside, but who knows. And when it can be really executed?
