stop processing/stop to proces

I applied for NIW and I think I fall in EB2 although 140 has already been approved(I really do not know why there are EB1,EB2, EB3 and what the differences are).

You look lucky because TSC stopped to process EB3 and stopped processing EB1 or EB2.
How do you know that?
