1. He needs a visitor visa. It's relative easy than US visa, depends on your materials and VO's decision.
2. Check http://www.cic.gc.ca/english/immigrate/index.html to see if he qualifies to the family class, maybe not if he is more than 18. He may also apply as skill worker, your relationship will give him more marks.
