NIW degree evaluation

I am planning to apply for NIW. However, I am not sure how to prove that my Chinese Phd degree is equivalent to a U.S. degree. Is one Chinese notarized degree document enough? Or do I need to get my degree to be evaluated by some official agency in the U.S.? Thank you so much for your advice.
