Urgent Help for H1B

I am a Canadian permanent resident and just got an offer from a U.S. company near the border. I am now still holding a 10-year B1/B2 U.S. visa with multiple entries. I have the following questions that need urgent reply:
1. Can I do the H1B application by myself in Canada or hire a lawyer in the U.S. to handle the H1B for me?
2. If I use express service, usually how long does it take for my applcation to get approved by U.S. authority? and How much more does the express service cost?
3. Any idea about lawyers in the Buffalo/Niagara Falls area good at H1B application?
