You can have more than one DS2019 and more than one offer. It is just like an F1 student can have more than one acceptance and form I20 from multiple schools. You can choose and pick the best one. However, you can only use one DS2019 to enter the country and you have to report to that institution after arrival. The rest of the DS2019s will just expire in the government's database.
